The thirty winning photographs depict positive and negative aspects relating to the rule of law. Each picture tells a story in itself, but it is clear and should be clear to everyone that the rule of law is central to everyone's life, that without rule of law there is no modern society in any country. Rule of law is still developing in Kosovo but a lot of progress has been achieved since EULEX began operating more than six years ago, with customs and police officers now increasingly professional.
