Background	In the context of the European Semester and in particular the education aspects of the 2013 Annual Growth Survey, the Council is expected to - adopt conclusions on investing in education and training, in response to the recent Commission communication “Rethinking Education”; - hold a policy debate, in public deliberation, on “Education and Skills for Jobs, Stability and Growth”. Ministers also exchange of views with the social partners.
