Background

The Council takes note of a progress report on the draft directive on indirect landuse change (ILUC) amending the fuel quality and renewable energy directives. The proposed directive aims to promote a transition to biofuels that minimise the greenhouse gas emissions resulting from situations when formerly non-agricultural land such as forests is used for food, feed or fibre production because agricultural land previously destined to this type of production has been converted to biofuel production. The proposal introduces in particular reporting of estimated emissions caused by indirect land use change and a limit to the contribution that conventional biofuels are supposed to make to attaining the targets of the renewable energy directive.
The Ministers also adopt conclusions on “An EU strategy on adaptation to climate change”,
on the basis of the Commission communication on the subject. In the follow-up to the United Nations Conference on Sustainable Development (“Rio+20”), the Council:
- endorses conclusions on the overarching post-2015 agenda, underlining that this process should reinforce the international community’s commitment to poverty eradication and sustainable development and set out a single comprehensive and coherent framework for effective results at all levels;
- has an exchange of views on the links between the report of the UN SecretaryGeneral’s high-level panel on the post-2015 development agenda and the elaboration of the Sustainable Development Goals (SDGs).
