Background

The Council discusses the state of play concerning the Cohesion Policy legislative package for 2014-2020, which includes a Common Provisions Regulation (CPR) applicable to the five European Structural and Investment (ESI) Funds, and fund specific regulations for the European Regional Development Fund (ERDF), the European Social Fund (ESF), the Cohesion Fund (CF), as well as the European Agricultural Fund for Rural Development (EAFRD) and the European Maritime and Fisheries Fund (EMFF). The purpose of cohesion policy is to reduce disparities between the levels of development of the EU’s various regions.

Since 2012, the Council has adopted several general approaches - political agreements of the Council pending the adoption of a first-reading position by the European Parliament - on different elements of the proposals and has been involved in intensive negotiations with the European Parliament (“trilogues”). Preliminary agreements have been reached on a number of so-called “thematic blocks” of the package while negotiations on the outstanding blocks are being finalised.

The Council also prepares the European Council meeting of 24-25 October, on the basis of a draft annotated agenda.
