EU heads of state or government meet on 14 December 2017 in Brussels to address defence matters. They are expected to welcome the launch of the permanent structured cooperation (PESCO) and to review progress in other fields, notably on EU-NATO cooperation.
The European Council is also adopting conclusions on social issues, education and culture, building on the discussions held in Gothenburg during the Social Summit and the Leaders' Agenda debate on culture and education.
In the light of events, leaders may address specific foreign policy issues. As part of the Leaders' Agenda, the heads of state or government are holding a debate on the way forward on migration policy, including both the internal and external dimensions.
Donald Tusk, President of the European Council, welcomes the launch of the Permanent Structured Cooperation (PESCO), which will allow EU Member States to jointly develop defence capabilities and make them available for EU military operations. It will enhance the EU’s capacity as an international security partner, contribute to protection of Europeans and maximise the effectiveness of defence spending.
