EU heads of state or government meet on 15 December 2017 in Brussels for a Euro Summit in an inclusive format of 27 member states to discuss economic and monetary union (EMU) and the banking union. Afterwards, the European Council (Article 50), in EU 27 format, is meeting to review the latest developments in the Brexit negotiations. Leaders reassess the state of play to determine whether sufficient progress has been achieved on citizens' rights, Ireland and financial obligations.
